President Biden Announces Philadelphia as Site of New Workforce Hub

On April 25, President Joe Biden revealed Philadelphia as the new locality for a workforce hub, created to facilitate employment opportunities under new legislation. Joining hubs in New York, Michigan, Wisconsin, and the earlier announced sites in Columbus, Ohio; Baltimore, Maryland; Pittsburgh, Pennsylvania; Augusta, Georgia; and Phoenix, Arizona.

The hub initiative is a key part of President Biden’s ‘Investing In America’ agenda, featuring legislation such as the American Rescue Plan, Infrastructure Investment and Jobs Act, CHIPS and Science Act, and the Inflation Reduction Act. The White House reports more than $1.2 trillion in private investments in clean energy, manufacturing, and infrastructure since Biden took office.

Announcing the hub initiative at the Milton J. Rubenstein Museum of Science and Technology in Syracuse, New York, Biden emphasized the integration of employers, unions, community colleges, high schools into workforce hubs. The hub in Philadelphia will be co-led by the Department of Transportation and the Environmental Protection Agency, focusing on lead pipe replacement and infrastructure construction.

Biden also criticized his predecessor, former President Donald Trump, stating, “We have an infrastructure decade coming. The last guy had Infrastructure Week and never showed up.” Under Trump, federal investment in water infrastructure fell to a 30-year low, as reported by The Washington Post.

Despite Republican opposition, key components of Biden’s economic agenda – the American Rescue Plan and the Inflation Reduction Act – were passed with only Democratic votes, and a tie-breaking vote in the Senate by Vice President Kamala Harris.
